With great success, HICAPS began pursuing work with the Federal Government in 2009. A Service-Disabled Veteran-Owned Small Business (SDVOSB), HICAPS is CVE verified.

Currently, we have over a dozen completed or ongoing Federal projects in North Carolina, South Carolina, Georgia, Florida, Virginia, Kentucky, Tennessee, Texas, New Mexico, and Arizona. Our clients include the Department of Veterans Affairs (VA), the Department of Homeland Security (DHS), Naval Facilities Engineering Command (NAVFAC) and the US Army Corps of Engineers (USACE).

HICAPS offers our full range of construction management, telecommunication and building diagnostic services to all agencies within the Federal Government. We have three avenues for providing services:

  • As a Prime Contractor – We respond to hard bids and negotiated procurements within the Federal Government. HICAPS has successfully devised winning teams with the expertise, quality and price required for a successful project.
  • As a Sub-Contractor – HICAPS puts together project control packages that provide scheduling services, LEED administration, commissioning, and air barrier testing for large construction projects. Also, we have designed specialty construction packages to bid as a subcontractor. Our goal is to provide a general contractor with quality services at a competitive price, while assisting them with meeting their Small Business/SDVOSB goals.
  • As a General Services Administration (GSA) Schedule Contract holder – HICAPS is on the GSA schedule, and we currently have two contracts:
