Municipal Buildings Assessment
In the winter of 2023, HICAPS' Building Diagnostics Team, was engaged by the City of Southport, North Carolina, to conduct Property Condition Assessments (PCA) for 19 buildings and parks in their inventory. The PCA process involved thorough document reviews, interviews, and walk-through surveys of each property to assess physical conditions and identify deficiencies. After gathering the necessary data, the team provided a comprehensive Property Condition Report (PCR), which detailed the findings and included probable costs to address the deficiencies, categorized into immediate, short-term, and long-term repairs.
The assessment covered ten major areas of each building, including the structural frame, roofing, HVAC, plumbing, and electrical systems. Additionally, if enhanced due diligence was required, specialized inspections such as ADA accessibility, seismic considerations, and fire protection compliance were included. The PCR documented each deficiency with photos and descriptions, offering a detailed scope of work and cost analysis, ensuring that the City of Southport clearly understood their properties' conditions and the steps needed for remediation.
