FUNCTIONAL AREAS OF RESPONSIBILITY
Daniel is responsible for managing multiple construction projects throughout various industries and markets for HICAPS. He meets regularly with end users to determine facility needs and assists with development of project prioritization, scope of work, delivery systems, budgeting, and scheduling. He routinely prepares and submits written reports detailing construction progress for review and approval by the client.
Additionally, Daniel oversees the Construction Management Services, Building Diagnostics, and Project Controls groups. Daniel is actively engaged with the regulatory and certification process for Federal contracting and the development of new market enterprises within the public domain.

MEMBERSHIPS
Daniel is a licensed General Contractor in NC, SC, and TN. He is also a licensed Professional Engineer in NC and TX. He is a Certified Professional Constructor with the American Institute of Constructors, and a LEED AP. He is a member of the following organizations: Construction Professionals Network of NC, Society of Military Engineers (SAME), American Institute of Constructors (AIC), Construction Management Association of America (CMAA), and the North Carolina Building Performance Association (NCBPA).
EDUCATION
Daniel attended The United States Military Academy, where he earned a B.S. in Civil Engineering. He furthered his academic education at the University of Missouri-Rolla where he earned a MS in Military Construction Management and Engineering Management while completing his coursework at the US Army Engineer’s Captain’s Career Course.
MILITARY
Daniel served as an officer in the U.S. Army from 2002 -2010. He achieved the rank of Captain and served overseas in 2004-2005 in support of Operation Iraqi Freedom. He also served in the Federal Republic of Germany from 2002-2005 with a short deployment to Bosnia in 2003. His other duty assignments include Ft. Bragg, NC, Ft. Leonard-Wood Missouri, and Ft. Sam-Houston, TX.
PERSONAL INTERESTS
Daniel participates in many family and community oriented activities to include serving in Rotary and Christ United Methodist Church. Daniel enjoys reading and playing guitar along with hiking and swimming with his wife and daughters.
A Few of Daniel’s Signature Projects Include:
VAMC’s and National Cemeteries (VISN 17 & 18), Central and West TX, NM and AZ: Daniel served as project manager for the design build Advanced Metering Project involving multiple buildings on various VA campuses. Scope of work consisted of locating, designing, and installing mechanical meters on steam, chilled water, potable water, fuel oil, and natural gas piping at each of the Medical Centers and National Cemeteries. The new meters designed and installed for this project enable the VA to accurately monitor utility usage in individual buildings. The information is being transmitted to a national central database managed by the VA National Energy Business Center in Ohio. At completion, over 100 individual meters were installed at VA Medical Centers and National Cemeteries. Detailed application design and construction drawings were prepared for Owner review prior to assembly of meters, and subsequent installation. The project required mechanical design, expertise in advance metering technology, electrical and mechanical subcontracting, in-depth project controls and management, and system startup and training.
Correct SPD/Sterile Storage & RME Processing Air Handlers – Charleston VA Medical Center, Charleston, SC – Project Manager for the removal and replacement of the existing Air Handler Unit (AHU) serving the Sterile Processing and Delivery [SPD] on the third floor of The Ralph H. Johnson VA Medical Center in Charleston, SC. Installed a 10,000-cfm temporary exhaust fan and temporary 100% Outside Air chilled water unit on the roof to minimize down time for SPD. The new AHU-31 was a 15,000-cfm unit that included a steam humidifier and a new clean steam generator to supply the humidifier. Installed Variable Frequency Drives (VFD) on the supply and return fans on AHU-31 and AHU-31T. Filters for AHU-33 were upgraded. New pressure differential switches on the filters on both AHU-31 and AHU-33 were installed to provide remote indication of filter loading. New airflow stations were installed on AHU-31 and connected to existing Siemens EMCS. Planning and coordinating the efforts of switching over air handling units at a working hospital were challenging and complicated by design changes necessary to accommodate the larger unit in a congested mechanical room
BRIDGESTONE OFF-ROAD RADIAL TIRE PLANT PHASE: 1, Aiken, SC
Project Manager (HICAPS) responsible for overseeing and directing construction management process for the general trades package of Brasfield and Gorrie for the mixing plant, main plant switch gear, pump room, creel, calendar room, laboratory testing areas, receiving areas, corresponding office and administrative areas, and outparcel warehouse and fire pump buildings. General trades construction included cost estimating, scheduling, and submittal review, quality control, and safety for all finishes, openings, and special construction specified within the general trades package. HICAPS was responsible for $4.2 million work in place coordinated with in a $1.5 billion tire plant totaling 1 million square feet of operational facility.
INTERROGATION DETENTION TRAINING FACILITY, Camp Bullis, TX
Project Engineer (USACE) Conducted Contract Administrative and Quality Assurance services for the San Antonio Area Office for a combined arm training facility with split contracts totaling $650,000.00 for the 20th Military Intelligence Brigade. This project involved construction of a SCIF facility as well as specialty interiors used for a high impact training environment.
PROVINCIAL BALLOT STORAGE SITE, Tikrit, Iraq
As a platoon leader with the 9th Engineer Battalion of the 1st Infantry Division deployed to Salah Al Din province of Iraq, planned, developed, and executed construction of Anti-Terrorism/Force Protection upgrades for a food storage center in Tikrit, Iraq that was transformed to hold ballots for the January, 2005 Constitutional Referendum. Coordinated delivery of material, security, and work between multiple US and Iraqi Army units in 24-hour operations, which insured that the Ballot Storage Site was constructed on time and met mission critical specifications.
Bridgestone
General Contracting
HICAPS was awarded a general trades package contract through Brasfield & Gorrie for a new Bridgestone large tire facility in Aiken, South Carolina. The new manufacturing facility is 1.5 million square foot. Our scope of work consisted of Divisions 6-10 which included; doors and hardware, metal studs and sheet rock work, lockers, trim work, paint, and bollards. The project duration was 18 months.
VISN 18
General Contracting
Design Build Contractor for an advanced utility metering project at all VA facilities in AZ, NM and parts of TX. The project consists of designing and installing a utility metering system (steam, chilled water, potable water, natural gas and fuel oil) capable of communicating utility data to a central collection point. This work includes electrical conduit installation, pulling of power and data wiring, installation of meters, final connections, and start up of the system. Responsible for leading the team to produce construction documents as well as the on-site construction team in the day-to-day implementation of the project, including phasing/scheduling of the work. Total value of construction is approximately $3.8 million.
USACE Administrative
Public Safety
Providing LEED management and assist in design coordination as well as Commissioning and Air Barrier Testing for the construction of a 23,000 square feet administrative building. Developed and currently providing the documentation notebook, calculations and implementation plan to meet LEED silver standards for the project.
